He was the son of Matthias F. Baldwin and Hannah Juraliman Baldwin.
On December 30, 1868 as Theodore A. Baldwin, he married Cecilia Anna DeJeune at Van Buren, Crawford County, Arkansas.
She was born November 5, 1845 at Halifax, Virginia, the daughter of Francis DeJeune and Matilda DeJeune.
Cecilia DeJeune was the subject of Special Order No. 45 issued in 1864 where she was ordered out of Fort Smith under Provost Marshal's guard and ordered to remain under house arrest at her father's residence until the end of the war for expressing Southern sympathies. Several newspaper articles were published about the incident.
They were the parents of two children.
