Harriet was the daughter of Timothy Hall and Lucinda Colton (sometimes transcribed as Catton or Cotton .)

She spent her early life in Greenfield, Massachusetts before the family moved to Troy, New York. There, she attended Emma Willard's school.

In 1848, Harriet married John Arthur. The couple had six children.
A death announcement was published in the Burlington Daily News (Burlington, Vermont) on June 1, 1910.
