Wilcox was a native of Columbus, Ohio. He was a 35-year old lawyer when he enlisted as a Colonel on September 2, 1862. He was commissioned on December 28, 1862 into the 113th Ohio Infantry. An additional Civil War service includes “Acting Assistant Provost Marshall General, Columbus, Ohio”. Wilcox tendered his resignation on April 29, 1863.

He re-enlisted on July 1, 1865, and was honorably mustered out with the regiment at Louisville, Kentucky five days later.

He received a promotion to Brigadier General by Brevet for “meritorious services in the recruitment of the armies of the United States” on October 18, 1865 (an additional source has this promotion dated February 13, 1865).
