Governor of Vermont. He was educated at Vermont's Black River Academy and Phillips Academy in Exeter, New Hampshire. While studying law he served as Second Assistant Clerk of the Vermont House of Representatives. After passing the bar and establishing a law practice in Ludlow, he served as the First Assistant Clerk of the House. Stickney served as Superintendent of Ludlow's Schools, and was Clerk of the Vermont House from 1882 to 1892. A Republican, he served as Windsor County State's Attorney from 1882 to 1884 and 1890 to 1892. Stickney was elected to the Vermont House in 1892, was chosen as Speaker, and served until 1896. In 1900 he was elected Governor and served until 1902. Stickney was a Delegate to the 1924 Republican national convention. A cousin of President Calvin Coolidge, in 1926 he administered the estate of Coolidge's father. In 1926 Stickney was also an unsuccessful candidate for the Republican US Senate nomination. While he was Governor his law partner John G. Sargent was his Secretary of Civil and Military Affairs (chief assistant), and from 1925 to 1929 Sargent served as US Attorney General under President Coolidge. Ida Fuller of Ludlow, the first American to receive a monthly Social Security check after the program's inception in the 1930s, was Stickney's legal secretary. Stickney's Ludlow home is now a business called The Governor's Inn.
