US Congressman and Judge

He graduated from Fordham Law School in 1926 and became an attorney in New York. He served as a Special Deputy Assistant Attorney General for cases of election fraud from 1936 until 1946. H

e was an Appeal Agent with the US Selective Service during World War II. In 1942 he was elected to the New York State Senate, and he served from 1943 to 1944. He was elected to the US House to fill the vacancy caused by James J. Delaney's death.

He was reelected in 1950 and 1952, and served from February 1949 until his resignation in July 1954.

Heller left Congress to become a Judge of New York City's Court of Special Sessions, where he served until 1958, when he was elected a Judge of New York City's City Court. He served on the City Court bench until 1966, when he became a Judge of the New York Supreme Court.

Heller served on the Supreme Court until retiring in 1977, after which he resided in Florida.
