Raymond was the son of Mrs. Evelyn Johnson and the brother of Velma Jean Davis.

Prior to his enlistment in the Navy on January 4, 1972, Raymond attended Booker T Washington High School.

He and 19 other sailors were killed when a blast ripped through a gun turret on the USS Newport News during Sea Dragon Operations. It was reported that was the worst Naval disaster that year.
