Joe Duplinsky, Blue Cross `Pioneer,' Dies Joseph F. Duplinsky, a national leader in health insurance and former chairman and chief executive officer of Blue Cross & Blue Shield of Connecticut, died Friday while on vacation in Cocoa Beach, Fla. He was 79 [1919]. Mr. Duplinsky worked at Blue Cross, now known as Anthem Blue Cross and Blue Shield of Connecticut, for 46 years until his retirement as chairman of the company in [1942-] 1988. Among his accomplishments was merging Blue Cross of Connecticut and Connecticut Medical Service Inc. into Blue Cross and Blue Shield of Connecticut in 1977. He was nationally known for his innovative efforts in health care financing and was considered a pioneer in establishing insurance for hospice care. Under Mr. Duplinsky's leadership, Blue Cross became Connecticut's largest health insurer and the first insurer in the nation to provide benefits for hospice care. Mr. Duplinsky was also known for developing some of the nation's first dental benefits programs. ``We have lost a true health care pioneer,'' said John F. Croweak, current chairman of Anthem Blue Cross and Duplinsky's successor as chief executive officer. ``Joe Duplinsky's vision always put us at the forefront of improvements in health care.'' Mr. Duplinsky received the American Hospital Association's Justin Ford Kimball Award in 1984. He was also given the T. Stewart Hamilton, M.D. Distinguished Service Award, the highest honor bestowed by the Connecticut Hospital Association, in 1983. Mr. Duplinsky, who lived in Orange, also was an avid horticulturist and a member of Great Britain's Royal Horticultural Society. His specialty was rhododendrons, many of which highlight the landscaped grounds of Anthem's North Haven headquarters. Calling hours are from 4 to 8 p.m. Tuesday at Porto Funeral Homes, 170 Bull Hill Lane in West Haven. A Mass of Christian burial will be at 10 a.m. Wednesday at Holy Infant Church, 450 Race Brook Road in Orange.
