Tom was born the third of four children of Thomas J. Phelan and Lillian Collins Lawrence. He was married to Anna E. Emery in 1923, in Philadelphia. They had no children.
He was a WWI veteran but saw no combat duty.
He worked as a clerk for Electric Storage Battery Co, 19th & Allegheny,Philadelphia, and then between 1930 to 1942, as a street trolley conductor for the Philadelphia Transit Co, 26th & Allegheny Avenue.
reburied from Laurel Hill Cemetery Philadelphia by his sister in law, Elva Rupp who is buried in the same lot with them.
