US Congressman. Born in Owego, New York, he graduated from Cornell University in 1937, received a law degree from Cornell Law School in 1939 and commenced the practice of law in Owego, New York. During World War II, he served in the United States Army Counter Intelligence Corps, (1942-46). After the war, he was Attorney of Tioga County, New York, (1946-57). In 1958, he was elected as a Republican to the Eighty-fifth Congress, 1958, to fill the vacancy caused by the resignation of W. Sterling Cole and was reelected to the next eight succeeding Congresses, serving until 1975. Not a candidate for reelection, he was vice president for the American Railroad Association, until his death at age 71 in Rehoboth Beach, Delaware.
