Born on April 13, 1802, Francis was the son of Francis Lee and his wife, Margaretta Cloyd. He was one of 5 children born to the couple. Margaretta was his father's third wife, so Francis had other brothers and sisters.

When Francis was 3 years old, his mother passed away. His father died 10 years later.

On September 2, 1818, Francis entered the Military Academy at West Point at the age of 16. He graduated and received his commission as a 2nd Lieutenant of the 7th Infantry in the United States Army on July 1, 1822.

In the ensuing years, Francis was stationed at Fort Jessup, Louisiana; Fort Leavenworth, Kansas; Fort Gibson; Ft. Snelling, Minnesota; Ft. Randall, Dakota Territory and Fort Howard, Wisconsin. His last post was at Jefferson Barracks, St. Louis, Missouri. During those years, Francis rose through the ranks, attaining the rank of Colonel in 1855.

During the war with Mexico, Lee was engaged in the battles of Cerro Gordo, Contreras, Churubusco, Chapultepec and Molino Del Rey. Some sources say he was wounded at Chapultepec and others at Molino Del Rey. Colonel Lee was also involved in the capture of the City of Mexico in September, 1847.

On November 13, 1825, Francis married Miss Eliza Sibley in Natchitoches Parish, Louisiana. Francis was 22 at the time of their marriage while Eliza was only 14. (Her birth date was determined by her date of death and her age at death.) According to the "Genealogy of the Cloyd, Basye and Tapp Families in America" by A.D. Cloyd, the couple had 5 children: George Sibley, Mary, Francis, Henry Sibley and Alice. However, the names of these children have not been verified as of this writing.

Eliza Sibley Lee passed away in November, 1853 while the family was stationed at Fort Snelling, Minnesota. Their son George died about 4 weeks later, also at Fort Snelling. Mother and son were both buried there.

Colonel Francis Lee passed away in St. Louis, Missouri on January 19, 1959. He had been on sick leave beginning sometime in 1858. The death announcement for him in the Pennsylvania Inquirer on January 21, 1859 (page 2, column 5), stated he died of "chronic diarrhea", which I assume was a result of dysentery contracted during his service to our country.
