Territorial Governor. He served as a Delegate to the Republican National Convention from Kansas in 1888, Secretary of Oklahoma Territory from 1897 to 1901, and as the Governor of Oklahoma Territory in 1901. He was removed from the office of Governor in a scandal over a sanitarium contract, but an investigation later exonerated him.
