Fannie was the head of the Tennessee Children's Home Society. The Society had branches in Nashville (Where Fannie was) Knoxville, Chattanooga, Jackson and Memphis, TN.

The Memphis chapter, headed by Georgia Tann became the biggest Adoption scandal in the history of the USA.

Fannie was either unwilling, or incapable of addressing complaints about Georgia. Boss Edward Hull Crump controlled the Tennessee Legislature in early days, and may have pressured her to ignore the activities of the Memphis Chapter. Or, she may have been on Boss Crumps payroll.
