The son of Frederick Shearer & Sophia Ann (Cressler) Stumbaugh, in 1860 he was a student living in Chambersburg, Franklin County, Pennsylvania. He stood 6' 0" tall and had light hair and blue eyes.

A Civil War veteran, he first enlisted and mustered into federal service at Harrisburg April 20,1 861, as quartermaster sergeant with the 2nd Pennsylvania Infantry, and honorably discharged with his company July 27, 1861. He then enlisted in Chambersburg August 18, 1861, and mustered into federal service at Pittsburgh October 11 as a sergeant with Battery B, Independent Pennsylvania Light Artillery. He is missing from both the company register and Bates History of Pennsylvania Volunteers, but his compiled military service records show that he discharged the service by surgeon's certificate May 10, 1862, from a field hospital near the Shiloh battlefield in Tennessee for "continuous diarrhea and general debility." Nonetheless, he also enlisted in Chambersburg July 11, 1863, and mustered into federal service at Harrisburg July 15 as a private with Co. D, 21st Pennsylvania Cavalry (182nd Pa). He re-enlisted in Chambersburg January 4, 1864, and re-mustered there January 5 as a private with the one-year organization of Co. D, 21st Pennsylvania Cavalry, and honorably discharged with his company July 8, 1865.

He married Sarah C. unk. in 1863 and fathered Ellen M. (b. @1864), William F. (B. @1868), Virginia G. (b. @1872), and Roscoe (b. 01/??/83). In 1885, he lived with his parents in Topeka, Shawnee County, Kansas, and worked as a farmer.
