Virginia Governor. Moving with his family to Staunton, Virginia, he attended and taught at the Dunsmore’s Business College in 1898. He graduated from Lee University Law School in 1909, was admitted to the bar and established a law firm in Richmond, Virginia. During World War I, he acted as legal advisor to the Richmond, local draft boards. He served in the Virginia House of Delegates (1916-28), and as 23rd Lieutenant Governor of Virginia (1930-38). In 1938, he was elected as a Democrat the 53rd Governor of Virginia, serving until 1942. During his administration, the merit system in public services was introduced and a state social security act was initiated. Also a provision was also made for construction of a state library, the Supreme Court building and a new building to house the Medical College of Virginia. After leaving office, he was active with the Shriners and sold war bonds until his death from a stroke.
