Allen Webb was the son of Enoch Wiley "Dutch" and Rachel (Adams) Webb. He married Rebecca "Becky" Caudill on March 24, 1904, at John A. Craft's in Letcher County, KY. They had four children: Leslie Jay Webb, Nancy (Webb) Holcomb, Willie Webb and Mary (Webb) Tyree.

The following information is from Allen's granddaughter, Rose (Holcomb) Lewis: Allen left his family around 1911. His wife, Becky, said they later heard he had gone to Arkansas and settled somewhere on the Little Red river and changed his name to Brown. He had been in Arkansas earlier with his sister Mary Alice (Webb) Brown and her family. They also heard he had another family. Allen's daughter, Nancy (Webb) Holcomb, said she remembered the day he left. She thought he was going for a walk and she wanted to go with him. She held on to his leg and followed him to the gate begging to go. He said not this time little girl, you'll have to stay home. She never saw him again.

According to Allen's WWI Registration Card, dated September 12, 1918, he was living in Neodesha, Wilson County, KS. His occupation was listed as "Bridge Building" being employed by "S.T.L & SF.R.R." (which may stand for the St. Louis and San Francisco Railroad). The nearest relative was listed as "Nanie Frayzer" living at Mandrake, Kentucky (this was most likely his sister, Nannie (Webb) Frazier, who still lived in Letcher County, KY, at that time). Allen was listed as being medium height and medium build with light brown eyes and light brown hair.
