Born in West Liberty, Ohio, Virginia before West Virginia statehood, a TWIN to John Waddle Biggs.


Son of Benjamin Franklin Biggs (1800-1866) and Lydia Ann CARNEY born Delaware, (1801-1877), he appears on the 1850 census, Ohio County, Virginia before WV, with parents and siblings Benjamin A 20, Mary Ann 18, Sarah J 10, Daniel E 8 and Henry 2.


James married Mary Elizabeth EWING, August 20, 1859, Ohio County, Virginia.


He served in Civil War, Union, Sergeant, Company D, 1st Regiment, West Virginia Light Artillery, enlisted August 17, 1862, discharged June 27, 1865.


The 1900 census indicates they had 6 children, 5 living.

James, widowed, appears on the 1920 census, Wheeling, with his widowed daughter Clara Virginia Bane.


He died at National Military Home in Jefferson Twp Ohio.

His brother Benjamin Allen also served in Civil War.


His family is member of US Sons of American Revolution, descending from Brig. General Benjamin F. Biggs memorial 14478898. His grandmother was Priscilla I. METCALF mem 68733112
