Victorine Q.Adams was born April 28,1912 in Baltimore,Maryland to the late Jospeh Quille and Estelle Tate and the sister of the late Sgt.William C.Quille.She graduated with honors from Frederick Douglas High School and continuing her education at Coppin Morgan College.In 1930 she earned a degree from what was then Morgan College and pursued graduate work at New York University School of Business.In 1935 she met and married her future husband.She owned/managed Charm Center,Inc.an upscale apparel boutique on Pennsylvania Avenue.In 1946 she organized the Colored Women's Democartic Campaign Committee in the Fourth District.She is survived by her husband of 70 years, step-daughter, and step-granddaughter.
