Born in Limerick, Maine, he was a Portland High school and Bowdoin College graduate. He next graduated from Columbia Law School and was admitted to the Maine Bar in 1866. He then spent two years studying and traveling through Europe. He returned to Portland where he had a successful law practice which included his being the attorney for several of the larger businesses in the city. Libby was also a director for two steamship companies, Portland Street Railroad president for eight years, city solicitor, county attorney, Portland's 1882 mayor, Maine senate member and Senate president, and served 12 years on the school committee.
