U.S. Congressman. Born in Whitehaven, Maryland, he was a successful businessman in mercantile manufacturing and banking. He was a member of the Salisbury City Council in 1903, treasurer of Wicomico County (1903-07), Maryland State Senate (1908-16) and ex officio Lieutenant Governor, (1912-16). In 1914, he was elected as a Democrat to the Sixty-third Congress to fill the vacancy caused by the resignation of J. Harry Covington and reelected to the next two succeeding Congresses, serving until 1919. An unsuccessful candidate for reelection, he resumed his former business pursuits and was a member of the Maryland State tax commission, (1923-35). He died at age 75 in Ocean City, Maryland.
