Vance was born, on September 26, 1955, in Chicago, Illinois. He made the cross-county trip, as an infant, with his parents and older siblings, Jo Marie Topps and Carl Topps, to Anaheim, California. He grew up in Southern California and attended St. John Bosco High School, in Bellflower, California. His excellence on the football field in high school secured a college scholarship to California State University, San Jose State, where he also excelled at football.
Through out his life Vance enjoyed ski trips to Bear Valley and camp outs with his extended family. His parents, Joseph and Dolores Topps, his children, Daniel and Jennifer Topps, his grandson, Trystan Topps, and his siblings, Jo Marie Topps and Chris Topps, survive Vance. His wife, Linda Topps, who passed away in January 16, 2013, predeceases Vance.
A funeral mass will be held for Vance, at noon, on November 15, 2014, at Our Lady of Guadalupe Church, 40382 Fremont Blvd in Fremont, California.
