Papa Bill was the youngest of his biological parent's children. His mother died shortly after his birth and circumstances did not allow his father to raise him. He and his siblings were divided amongst his mother's siblings and raised.

He initially went to live with Uncle William Morgan's widow Isabelle Davis Morgan. Following her death in 1944, he went to live with their son Games Gates Morgan and his wife Marie Southerlin.

He served in the US Air Force during the Korean War. He was stationed at Nellis Air Force Base before going overseas. He was wounded in conflict. It was not a story that he spoke much of. He was discharged in 1961.

He married Elaine Madison in 1961 and they had two children.

He was very much a home body but was a devoted and loyal husband to Elaine who did not drive. He drove her to dialysis multiple times a week. He worked for Greenville County until he retired. The two enjoyed spending their weekends at their little peace of Heaven at Lake Greenwood fishing. When he was home he enjoyed watching his Westerns..
