Frank was the son of Frank E. and Harriett M. (Casper) Demmick; brother of Joe W., Lorane, and Kay Demmick. At the time of the 1940 census, the family was living in Ajo, Pima County, Arizona. By 1940, the family had moved to the town of Indian, Plumas County, California. The census also shows that, in 1935, the family was living in rural Gem County, Idaho.

Frank is listed as part of the U.S. Navy armed guard crew sailing on the S.S. Elijah White sailing from Victoria, B.C., to Seattle, WA, on June 17, 1945. Frank was also served on the USS Feland (APA-11) beginning October 11, 1945.

He married Louise A. Fleming Goldsbrough on June 15, 1951, in Solano County, California.
