Married on 15 Sep 1921 in Forsyth County, North Carolina to Katherine Montague Graham. Katherine was the daughter of artist Margaret Nowell Graham and Joseph L. Graham, a board member at R.J. Reynolds Tobacco in North Carolina. Katherine served in President Dwight D. Eisenhower's administration in the 1950s.

Charles P. Howard was an attorney who maintained a Boston law practice and served in public service posts, including State Senator, Massachusetts State Commissioner of Administration and Finance (1928-1938), and Commissioner for Banks. In World War I and World War II he served overseas in the U.S. Army. Charles Howard's father was Dr. Herbert B. Howard, the former general director of the Massachusetts General Hospital and the founding director of the Peter Bent Brigham Hospital, now the Brigham and Women's hospital, in Boston.

Charles Howard inherited an estate called Kemp Place and it became the family home for him and his wife Katherine. Kemp Place was located at 186 Summer Ave. in the Boston suburb of Reading, Massachusetts. Kemp Place is listed on the National Register of Historic Places.
