US Presidential Cabinet Secretary. He served as the 22nd United States Secretary of Agriculture during the Administration of President Ronald W. Reagan from 1986 to 1989.


After studying at the University of Notre Dame, he co-established a seed and bean processing company with his father. Following service with the United States Army during World War II, he resumed working at his company and became president. In 1967, he initiated his association in the political arena, when he became Deputy Director of the California State Department of Agriculture, and later became Director, during the Governorship of Ronald Reagan. He went on to the national stage, when he served as an Assistant Secretary of Agriculture for Consumer and Marketing Services during the Administration of President Richard M. Nixon. He served as president of the American Meat Institute from 1973 to 1979. During his tenure as Secretary of Agriculture, he set the tone for less government involvement within the farming industry.
