Officer Frey died en route to the hospital from gunshot wounds in his chest, stomach and leg. The suspect was later arrested and charged in the attack, but later convicted of voluntary manslaughter in 1968. He was later shot to death by a black convicted robber and alleged associate of the Black Guerilla Family prison gang. Frey's partner, Officer Herbert Heanes, was wounded in the same attack.
Frey was a graduate of Clayton Valley High School in Concord, California. During his school years he was on the wrestling team and worked for an ambulance service. Frey was 23-years-old and survived by a daughter, Kimberly. He was married at the time of his death. Friends described Frey as "a comsumate nice guy."
Frey served on the Oakland Police Department for 18 months.
