The son of John & Emeline (Orter or Arter) Kitzmiller, in 1860 he was a stone cutter living in Gettysburg, Adams County, Pennsylvania.

A Civil War veteran, he enlisted in West Chester, Chester County, June 8, 1861, mustered into federal service at Baltimore, Maryland, July 26, 1861, as a private with Co. K, 1st Pennsylvania Reserves (30th Pennsylvania Infantry), and promoted to corporal September 3, 1861. Captured July 1, 1862, at the Chickahominy River, he was confined in Richmond, Virginia, that same day, and paroled at Aiken's Landing August 5, 1862. A string of promotions followed: to sergeant on November 1, 1862, 1st sergeant November 17, 2nd lieutenant March 1, 1863, and 1st lieutenant on October 27, 1863. He honorably discharged at term's end June 13, 1864, in Philadelphia. On June 22, 1867, the War Department issued him a brevet promotion to captain to date March 13, 1865, "for gallant and meritorious service in the Wilderness campaign."

He married Rebecca Weikert August 25, 1864, in Harrisburg, Dauphin County, and fathered Harry Wilmer (b. 1866) and Carrie Rebecca (b. 01/04/69).
