While advocating fair wages for municipal employees, he opposed strikes by government workers. He sought funds for slum clearance and began construction of public housing with the low-rent Hillside Terrace project. In 1947, the eighty year old announced that he would retire at the end of his term on the half-salary pension recently provided by law. He died of heart failure at his Milwaukee home on 20 April 1955.
