Acting mayor during Mayor Carl F. Zeidler's leave of absence for military duty, then elected as mayor of Milwaukee from 1944 to 1948. While advocating fair wages for municipal employees, he opposed strikes by government workers. He sought funds for slum clearance and began construction of public housing with the low-rent Hillside Terrace project. In 1947, the eighty year old announced that he would retire at the end of his term on the half-salary pension recently provided by law. He died of heart failure at his Milwaukee home on 20 April 1955.
