Born in Barnesville, he was a son of the late William C. and Rose Roberson Baker.
He was a member of St. Mark's Lutheran Church, Wolfsville. He was a member of the AFSCME in Public Service No. 2677, AFL-CIO and the Washington County Roads Department Association. He was employed by the Washington County Roads Department nine years.
Survivors include Mrs. Elaine R. Kline Baker; two daughters, Mrs. Nancy J. Parker, Boonsboro Rt. 3 and Mrs. Linda Lehman, Leitersburg; one son, Herbert C. Baker Jr., Boonsboro Rt. 3; one brother, Aubrey P. Baker, Frederick; and six grandchildren.
Services will be held at 2 p.m. Sunday, Nov. 19, from St. Mark's Lutheran Church. The Rev. William M. Brown will officiate. Interment will be in the church cemetery.
The family will receive friends from 7-9 Saturday, Nov. 18, at Davis Funeral Home, Smithsburg. There will be viewing at the church one hour prior to the service Sunday.
