Public Servant. Republican member of the Colorado House of Representatives from 1947 to 1949, 1951 to 1959, and 1961 to 1971. He served as majority leader for two years in addition to being vice-chairman of the Joint Budget Committee (JBC), the body responsible for determining the level of annual state spending and which is thus charged with studying the management, operations, programs and fiscal needs of Colorado state government agencies and institutions. In 1956, Burch reorganized the JBC providing for a professional analytical staff and a more explicit legal footing. During his tenure in the legislature, Burch gained recognition as an expert on the state budget and revenue sources. He also served on the Denver School Board nd was a member of The Speer Club. Moreover, Palmer Burch served as Colorado Treasurer from 1971 to 1975-defeated for re-election in 1974 by Democrat Sam Brown. Led a tax revolt initiative in 1978 which was defeated-the Taxpayer's Bill of Rights (TABOR) which contained similiar provisions, passed in the 1990's. Republican candidate for Governor, 1958-defeated by Stephen L. R. McNichols (1914-1997).
