Jean Baptiste Lenoir was captain of Chief Little Shell's soldiers and President of the Council of Chief Little Shell prior to and at the time of establishment of the Turtle Mountain Reservation in 1882.

Jean Baptiste Lenoir wrote a will dated June 14, 1887 in the presence of Father John Malo, first resident Priest of Belcourt, witnessed by Francois St. Germain and Francois Langan at St. John, Dakota Territory.
