Cletus was born to Seymour Clarence and Ethel Virginia (Rohrbagh) Watts. In 1930 the family included Arnold B. age 14, Borden A. age 11, Texie J. age 9, and Maysel age 5. They were all born in West Virginia. At this time they were living in Flinstone Allegany MD where Clarence was a farmer

Cletus enlisted in the Army July 16, 1943 and served as a private. He listed his occupation as semiskilled lumberman, raftsman and wood chopper. He was still single at this time. By 1940 he was working at the W. VA State Prison.

Sometime later he married Helen Deane DeBruyne who was born in Plainwell MI Nov. 1, 1926 to Jacob and Dora Mae (Armstrong) DeBruyne. They had six children - Cletus Joseph, Jr. twins Terry Ryan and Larry Brian, Ruth F., Beverly J. and Sandra K.

Cletus died at the age of 75 in the VA Hospital.
