He attended Lincoln and Jefferson Junior High Schools. He graduated from Albuquerque High School in 1949 and graduated from the University of New Mexico in 1953, receiving a BBA degree with a concentration in accounting. Upon graduation from UNM, he served as an officer with the Auditor General U.S.A.F Upon his return to Albuquerque in 1956, he passed the uniform CPA exam and served as a partner in the CPA firm of Neff & Co. founded by his father George Neff in 1947, until his retirement in January 1995. Mr. Neff was Past President of the New Mexico Society of Certified Public Accountants, 1966 Kiwanis Club of Sandia 1966, UNM Anderson School Alumni Club and a director of the UNM Alumni Assoc.
Joined the Masons in 1963 and Elks Lodge in 1965.
He was preceded in death by his loving daughter, Sharon Elaine Montoya; and sister-in-law, Phyllis.
He is survived by his wife of 35 years Barbara; daughter, Lisa Myers of Kirkland, WA; son, Richard A. Neff II and wife, Sandra of Albuquerque; brothers, George H. Neff, Edward J. Neff and wife, Francine; step-daughter, Cyndi Unser and husband, Tim Wieser; stepson, Bobby Unser Jr. and wife, Schanen; grandchildren, Michelle Myer, Jacob Neff, Austin Neff, Robert Montoya, Jesse Unser, Bobby Unser III, Ruby Unser, Colton Wieser, and several nieces and nephews.
Services held Saturday, April 13, 12:00 noon at Sunset Memorial Park Chapel, 924 Menaul Blvd. NE with Doyle Bollinger, Patrick Doherty, and Vince Oliver. Dave Welde, Gene Sanderson and Gene Stahlen serving as Pallbearers.
