Vermont civic leader, businessman and government official. He moved with his family to Springfield and graduated from Springfield High School. In 1939 he graduate from Rensselaer Polytechnic Institute with a degree in business management. At RPI he edited the student yearbook and newspaper and was a member of the RPI Players, the Phalanx Honor Society and the Lambda Chi Alpha fraternity. Jay was the owner and manager of Springfield Printing Corporation and served in various local offices, including Village Trustee, and Town selectman, lister, trustee of public funds, grand juror, annual meeting moderator and member of the building committee for Riverside Intermediate School. After completing requirements for certification as an assessor and appraiser he became a partner in Archibald and Hawthorne Appraisers and Assessors. In 1973 he relocated to Barre City, where he served as Chief Assessor for 11 years and City Manager for two, in addition to serving as Zoning Administrator, Planning Commissioner, labor contract negotiator and chairman of the city's revenue sharing committee. From 1996 to 1998 he served as Assessor for the Town of Barre. Jay also served on the Barre City School Board, playing a vital role in construction of the Barre City Elementary and Middle School. A longtime Trustee and Treasurer of the Aldrich Public Library, he was selected as the Vermont Library Association's Trustee of the Year in 1981. The Barre City annual report for 2004-2005 was dedicated to him.
