Born in Brownsville, Pennsylvania, Cornelius was the first child of Cornelius and Helen Dornes Coughlin. He was given the name of his grandfather, but was nicknamed "Tommy".

The family moved to Cleveland, Ohio and on August 10, 1946, his parents welcomed a second son, Terrence.

Near the end of 1948, his mother became pregnant with her third child.

On Sunday, March 13, 1949, Tommy's maternal uncle, Ernie, took him to the movie theatre. When crossing the street, Tommy was hit by a drunk driver and suffered a broken leg. Several days later, he complained of severe headaches.

Tommy was hospitalized, and an operation was performed to remove pressure from his brain. Through the end of June, he had gone through four brain operations. Following his fourth operation, doctors said only a miracle could save him.

On July 12, 1949, as Tommy fought for his life, his mother gave birth to a son, Lawrence Robert Coughlin. The infant was born with a hole in his heart and was kept under medical care at the Polyclinic Hospital in Cleveland.

On July 25, 1949, at 8:15 AM, young Tommy died at St. Luke's Hospital in Cleveland. He had been in a coma for over a month. His death certificate deferred his cause of death, pending an autopsy.

An autopsy was performed and it was discovered that Tommy had died as a result of lead poisoning.

On Thursday, July 28, 1949 he was laid to rest at Calvary Cemetery in Cleveland, Ohio
