Samuel was the son of Samuel and Caroline Rathbun Brooks. He was the Grandson of David and Mercy Holcomb Brooks and Edmund and Julia Ann Hamilton Rathbun. Brother of Thetus, Jane, Imogene, John, Hamilton J and Albert.

He enlisted as a private on 19 Aug 1864 with Company A, 177th Ohio Volunteer Infantry. Wounded on 7 Dec 1864 at Murfreesboro TN and mustered out 5 June 1865 at Cleveland.

Samuel was confined to the Cleveland Asylum by 1880 suffering from dementia. He would remain there for the rest of his life. The Cleveland Asylum was first the Northern Ohio Lunatic Asylum then finally the Cleveland State Hospital.
