He was the son of Joseph Francis Spencer Sr. (1857-1924) and Mary Ann (Hurley) Spencer (1857-1895).

He married Catherine May "Kate" (Malley) Spencer (1890-1924) in 1913 and they had a daughter, Mary Alice (Spencer) Nickerson (1912-1978).

Circa 1927, he married Celia A. Sheehan (1898-1972). They had the following children Catherine A "Kay" (Spencer) Seale (1930-2011), Mary A. (Spencer) O'Donnell (1930-2003), Theresa A. (Spencer) Doyle (1931-1996), George Albert Spencer Jr. (1933-2008), Dorothy J. Spencer (1935-1974) and Margaret E. (Spencer) Hallihan (b. 1937).

He was the brother of Joseph Francis Spencer Jr. (1887-1942), Charles Leo Spencer Sr. (1890-1972) and Mary Ellen Spencer (1891-1891).

Following the death of his mother in 1895, his aunt, Margaret E. (Hurley) Lee (1855-1909) in Brockton, Massachusetts, raised him. After she died in 1909, he lived with his father in Malden, Mass.

Circa 1911-1913, he served in the US Navy at Newport Naval Base, Rhode Island. He held the rank of bugler.

His obituary appeared in the Boston Daily Globe on December 9, 1965.
