He was the son of Joseph Francis Spencer Sr. (1857-1924) and Mary Ann (Hurley) (1857-1895). His siblings were Charles Leo Spencer Sr. (1890-1972), Mary Ellen Spencer (1891-1891) and George Albert Spencer Sr. (1893-1965).

Following the death of his mother in 1895, he lived with his father while his two brothers were sent to live with aunts.

In 1915, Joseph married Clara Whittaker (1886-1960) in Marlborough, Massachusetts. Shortly afterward, they moved to Everett, MA. They had two children: Bessie Spencer (1913-?) and Dorothy Irene (Spencer) Leavis (1915-1983).
