Frances Hough McNeir was born in Knoxville, Tennessee, but lived in the District of Columbia for most of her life. She served in the State Department for 30 years and was secretary to William McNeir for the last 10 years. In 1931, they married and she left the department. She was Secretary of the Needlework Guild of Washington and of the Washington Home for Foundlings Board of Lady Visitors. She died at the age of 84 years on Wednesday, February 9, 1949 at Homeopathic Hospital where she had been a patient since December 21, 1948. Survivors included her husband, William McNeir, retired State Department disbursing officer of 1844 Monroe Street Northwest. Funeral services were held at All Soul’s Episcopal Church. Interment was private.
