Born at Willow Banks, the son of Colonel James Isbell and Mary Montague Isbell, married Francis Thornton Allen 19 Feb 1850 in Clarke County. She was the daughter of David Hume Allen of Clifton. Thomas graduated from Randolph Macon College. He was a lawyer and planter. He purchased the Blackburn farm in Jefferson County and called it Wortley. He was very opposed to Jefferson County being included in West Virginia, proposing that his part of the county be cut off and added to Clarke, this never happened. Thomas Isbell also served as First Captain of Company A 12th Virginia Cavalry Regiment, Rosser's Brigade, Army of Northern Virginia.

Thomas Montague Isbell, planter, state senator (per 1860 Census), and a member of the Virginia House of Delegates for the 1861-62 session and member of the Secession Convention.
