The body of C. Frank Caldwell, 54, well known local business man, lies in state at the family home 102 Fourteenth street. This morning at 11 o'clock the body will be removed to Kepner Funeral Home, 1308 Chapline street. Funeral services will be held from the Kepner Home at 3 o'clock this afternoon. Rev E B Andrews and Dr Jacob Brittingham, will be in charge of the services Interment will be made in the Greenwood cemetery.
Mr Caldwell died at the Ohio Valley General hospital on Thursday morning, following a short illness.]

C. F. CALDWELL PASSES AWAY
Well Known Wheeling Business Man Dies, Following An Illness of Several Months
Charles F Caldwell, secretary and treasurer of the Quality Paint Company of this city and prominent business man, died at 1220 o'clock yesterday afternoon at the Ohio Valley General Hospital. Death Followed and illness of several months.
Mr. Caldwell, while being in ill health for the past year, was able to continue his business duties until December 17, when he underwent a serious operation at the Ohio Valley General Hospital.
A lifelong resident of this city and active in business affairs, his death will be a distinct shock to his many friends.
For many years Mr Caldwell was connected with the Caldwell & Stephens company of Twenty-ninth street, but for the past years he has served as secretary-treasurer of the Quality Paint company. He was a staunch member of the St. Mathews P E. church and was active in church work. He was also a member of the local order of Elks.
Besides his widow he is survived by two sisters, Mrs. James Stephens Woodlawn, and Miss Alice Caldwell of Laramie, Wyo, and two brothers, Dr W. E. H. Caldwell and G. E. Caldwell, both of this city.
The body has been removed to the Kepner Funeral Home, 1308 Chapline street. Funeral arrangements are still incomplete.]

[West Virginia State Senator, serving one of the most exciting, albeit short, terms in the history of the WV Senate. Frank was pivotal in ending the 50/50 party split/stalemate in 1911. He successfully (while Republican Senators had fled to Cincinnati) contested the election of an absent member, which allowed the Democrats to organize and force the Republicans to return to Capitol. Part of the agreement with the Republicans was that the absent member would be reinstated, which put Frank back out of the Senate. Subsequently, Frank was referred to as the Honorable, in recognition of his having been a true Senator, albeit for a very short period.]
