Joseph Levy Naar, son of prominent New Jersey politician Judge David Naar and his wife Sarah, and grandson of Joshua Naar and Sarah d'Azevedo, was a native of Elizabeth, New Jersey. His family moved to Trenton in Mercer County when he was still a child. While his father held a number of political offices, Joseph's foray into politics was limited to him serving as Secretary of the New Jersey Constitutional Convention of 1873 and Secretary to Governor George C Ludlow from 1881 to 1884. He was also appointed Trustee of the Trenton Public Library five years before his death. Joseph primary career path was one of journalism. He served as editor of the Trenton True American for 32 years until his demise and was president of the True American Publishing Company. The newspaperman was owner of the paper until formation of the stock company in 1902. New Jersey historian Francis Bazley Lee, whom Joseph had personally chosen, succeeded him as editor of the paper.

His first marriage was to his first cousin Caroline Naar, daughter of Abraham d'Azevedo Naar and Rachel Pretto. Two children from that marriage survived to adulthood. Joseph was widowed in 1877. His second marriage was to Adele Seixas on 3 Jun 1890 in Trenton. Four children from that marriage survived him. Joseph died at age 62 and was interred in the Naar family plot in Elizabeth, New Jersey.
