Harvey was born in Kansas City, Kansas to Samuel Anthony Gruber and Florence Jane Schaeffer Wilson Gruber.

Harvey's half Siblings were from his Father's first marriage: James Oscar, Bertha, Nora Anna and Evans Lowell Gruber. From his Mother's first marriage: Merritt Hampden Wilson and Everett Hascal Wilson.

And by age 2 the family was living in Fort Duchesne, Uintah County, Utah with his parents. His brothers and Mother moved on into California by the time he was 5 or so. He graduated from Primary and High Schools in Berkeley, California.

He married Earline Abbott on March 29, 1937 in Reno, Nevada and they divorced in 1941, they had two children.

Harvey joined the Berkeley Fire Department, as a Fireman in 1941 and left the department in 1950 as a Engineer and Tillerman.

He married June Aileen Goodwin Gruber on July 29, 1941 also in Reno, Nevada. They also had two children.

He moved on to a career with the California State Fire Training Office, as a Teacher to Fire Departments all over the State of California. In 1966 he transitioned into the new California State Community Colleges system, also as a Teacher to all Fire Departments all over the State of California until his retirement in 1979, after 29 years of service for the State of California.

In 1975 he became the Fire Training Officer for the new Sunset Whitney Volunteer Fire Department in Placer County, California. And in 1978 he became the Fire Chief of this Department, until his death.

Harvey had four children: Glenn, who died at birth, and Gayle, from his first marriage. And Lynne and Harvey from his second marriage.

He and June were married 42 years and they were very happy.
They enjoyed dancing and playing cards. They hung out with her Cousin Charlotte and Scotty and they were well known for playing door bell ditch as adults. They had a good record, they almost never got caught.
