Walter Perry Phillips was born on MAY 10, 1866 in Bryan County,Georgia. He married Eva Almira Rogers on August 16, 1894 in Liberty County , Georgia. They had 8 children together. He was a farmer and also worked in the turpentine Industry.

Walter Perry Phillips, was one of 11 children born to William Benjamin "Billy" & Elizabeth J. "Eliza" Perry Phillips of Bryan County , Georgia.
