Later he became president and chairman of the board of directors of the Franklin Printing Co., which was founded in 1728 by Benjamin Franklin. James served as a member of the Radnor Township Board of Commissioners (1929-1936) and then served in the Pennsylvania State House of Representatives (1939-1947). He was then elected as a Republican to the Eighty-first and to the four succeeding Congresses, representing Pennsylvania's Seventh District. Congressman James served from 1949 until 1959 and was not a candidate for re-election in 1958.
