Jefferson County's Registrars
John G. Hosey has resigned as chairman of the Jefferson County Board of Registrars, a position he had held since the beginning of the Folson administration. He had often been in conflict over policies with the other five members fo the board, H.A. (Gus) Thompson and R.J. Creel. The discord became so great and the criticism of the work of the board became so loud that the Grand Jury investigated late last Winter. It recommended that all three members of the board be removed from office.
The board is appointed by the governor, the state auditor and the commissioner of agriculture and industry. These three officials appoint 67 county boards, and the appointees serve at the pleasure of the appointing officials. Any member or all members of any board may be dismissed at any time and successors may then be appointed.
After the Grand jury made its report, no action was taken by the three appointing officials. Mr Hosey resigned Monday to accept another appointment. The other two board members are still serving.
In Mr. Hosey's place has been appointed J.E. Fleming, a night custodian for an office building.
With the charge in administration coming in January 1951, it is very likely that we will have an entirely new board.
The duties performed by the Board of Registrars are of extreme importance. The board decides who shall be qualified to vote, who shall be denied that privilege. The present qualifying law is not a very good one and it is hoped that the new Legislature will revise it. But no matter how the law reads, it is likely that the members of the board will need to exercise judicial powers of a sort. Therefore, they should be men of unusual insight, dedicated to the principle of applying the law fairly to all persons.
Mr. Hosey will become constable of Precinct 21, which covers a large section of downtown Birmingham.
His duties will be to serve legal papers, and for each such service he will receive a fee. The position is elective and is a desirable one, for the holder may expect to make better that $10,000 a year. The man elected last Spring died; Mr. Hosey was appointed to fill the postion; the term does not expire until 1953.
The fee system still applies to the position of constable in this county. It is just about the last remnant of an outworn system. Of all the constables in the county, the one who serves in Precinct 21 has the greatest number of papers to serve, therefore makes the most money.
As chairman of the Board of Registrars, Mr Hosey tried, the paper believes, to apply the law fairly as he understood it. He was not accused, as were his two colleagues, of delaying tactics and of discrimination against Negroes and laboring men. The Grand Jury, however, called for his removal with that of the others evidently because of the discord which had prevailed and because the criticisms of the board's actions were so widespread.
This paper earnestly hopes that the make up of the board after January will be such as to command public confidence and satisfaction.
