U.S. Congresswoman. Born in Sevierville, Tennessee, she was deputy court clerk of Sevier County, (1918-22), deputy clerk and master of Chancery Court, Sevierville, (1922-24) and Republican National Committeewoman for Tennessee, (1960-64). In 1964, she was elected as a Republican to the Eighty-eighth Congress to fill the vacancy caused by the death of her husband, Congressman Howard H. Baker, serving until 1965. Not a candidate re-nomination, she was director of the City of Knoxville Public Welfare, (1965-71).
