Chlora's father, Benjamin, was born in Virginia, and had been a steam engine operator in a lumber camp there. He married Lucy Graham, Chlora's mother in Indiana where she was from. Chlora was born there. The family left Indiana to homestead in Dakotah Territory on a farm between Frederick and Leola in what would become South Dakota. Her siblings, Benjamin G Payne, Lelia Belle Payne Henry, and James Foster Payne were born there. Chlora married Henry John Strand, son of Syvert and Helen(a) Strand June 8, 1909 in McPherson County. They farmed in Palmyra Twp, Brown County near Frederick for all of their married life. Chlora taught at the country neighborhood Strand School. She was a member of the Lutheran Church and Aurdal Ladies Aid, and was active in community and extension work. She was recognized as a Master Farm Homemaker of South Dakota in 1933. Henry and Chlora were the parents of Harold Strand 1912-1997, Lucie Strand Kiesz (1916-2003), Leona Strand Jones (1919-2007) and Dorothy Jean Strand Lynde Hansen (1925-2015). They were the grandparents of Leslie Strand, Carol Strand Nixon, Phyllis Kiesz Bruhn, Robert Kiesz, Harriet Jones, David Jones, Janice Jones Podoll, John Lynde, Jon J Lynde, Vikki Lynde Tiffany, and Connie Lynde VanGarven.
Chlora died May 20, 1953 at her farm home in Brown County, SD. Funeral services were held at Aurdal Lutheran Church.
