Capt. Mullins was born in Wildie, Ky., on May 14, 1924, and had lived in Vancouver the last 12 years. He began his 47-year career on the water at age 16, working as a deckhand for the Atlantic Richfield Co. Capt. Mullins was on one of the first oil tankers to enter Pearl Harbor after the Japanese attack in 1941.
Capt. Mullins worked on tugboats in the Celilo Falls rapids on the Columbia River before The Dalles Dam was built. He piloted tugboats all along the West Coast from the Gulf of Mexico to Alaska, where he charted parts of the lower Yukon River.
During the Vietnam War, he piloted supply boats on the Saigon River.
