Howard was born in Long Beach, California July 30, 1922, the only child of Cora and John Hal Kelley. He was raised in Southern California and graduated from Compton Union High School in 1941.

Howard was ordained in 1943 and served in his first church, the Lawndale Church of Christ from 1943 – 1945. In 1945 he graduated from Pacific Bible Seminary and began his ministerial career in Rialto, California in 1949. While at Chapman, he met and married Marjorie Logue and they began the adventure of life in ministerial work, education and raising a family. Their adventure took them to Northern California as minister at Barrett Avenue Christian Church, to Columbia, Missouri as Assistant to the President of Christian College, and back again to California to return to Chapman College with World Campus Afloat. In 1975 Howard left Chapman College to become Director of Stewardship at the Crystal Cathedral in Garden Grove. In 1981 founded Dynamic Stewardship Services, a church growth and development firm.

Howard and Marjorie enjoyed traveling with family and friends and visited many countries over the world. They enjoyed being with family and hosted regular family dinners at their home.

In November of 2008 Howard and Marjorie moved to Bremerton, Washington to be closer to family in their declining years. Marjorie passed away May 6, 2010.
