US Treasury Secretary. He was 34th U.S. Secretary of the Treasury of the United States, serving from November 14, 1881 until his death in 1884. He was educated at Hobart College, graduating with honors in 1836 before studying and being admitted to the bar in 1839. Early in his career, he served as a local and county judge and as a member of the State Senate in New York. In 1870 he was elected to the Court of Appeals, New York's highest state court, and became Chief Judge in 1880. Folger was appointed Secretary of the Treasury in 1881 and earned accolades for presiding over creation of a large budget surplus. A Republican candidate for New York Governor in 1882, he was defeated by Grover Cleveland. Folger was still serving as Treasury Secretary at the time of his death.
